Master Concession Management Agreements

The MBTA has numerous retail concession locations throughout the transportation system that enhance the stations and serve MBTA patrons.  The MBTA is planning to offer four master concession management agreements for five MBTA Orange Line stations to qualified management firms.  The Master Agreements will each have a minimum term of five years.

The retail spaces are currently occupied and most are under binding leases.  Leases are of varying terms and rents. Some leases are expiring soon and some under longer terms.

Back Bay Station has 6 retail concession spaces ranging in size from approximately 235 to 475 square feet, totaling approximately 2,300 square feet of space.

Ruggles and Massachusetts Avenue Stations have 5 retail concession spaces ranging in size from approximately 355 to 6,000 square feet totaling approximately 12,700 square feet of space.

Roxbury Crossing Station contains 3 retail concession spaces ranging in size from approximately 1,900 to 3,000 square feet, totaling approximately 7,300 square feet of space.

Forest Hills Station contains 3 retail concession spaces ranging in size from 125 to 340 square feet totaling approximately 710 square feet of space.

Master Agreements will not include automatic teller machines or pushcarts as those are handled under separate agreements.


Federal Avenue - Quincy

Location and Property Description
The MBTA owns property comprised of approximately 16,800 square feet of land located at 35-41 Federal Avenue in Quincy.  The property abuts the Red Line transit right-of-way.  The property is largely paved and currently used as outdoor storage for landscaping equipment and storage.  The property enjoys good access from Federal Avenue.

Term of Offering
The lease is anticipated to be for 5 years plus a 5-year option.  The lease will allow compatible uses allowed under local zoning and other applicable regulation but no permanent structures will be allowed on the property. 

This land is anticipated to be available for lease in the spring of 2010.

ATM Locations

The Massachusetts Bay Transportation Authority (“MBTA”) invites interested parties to bid for a five (5) year lease of an Automatic Teller Machine (ATM) location at the following stations:

Braintree Station: This ATM location consists of an area of approximately 5.5 feet wide by 8-feet deep, totaling +/- 44 square feet.  It is located in a free standing kiosk to the left of the right-handed entrance as you enter the station from the drop-off area.

JFK/UMASS Station: This ATM location consists of a space approximately 8-feet by 8-feet, totaling +/- 64 square feet.  It is located in a freestanding kiosk by near the drop-off area outside the Station.

Downtown Crossing Station: This ATM location consists of an area approximately 6-feet wide by 8-ft across, totaling +/- 48 square feet.  The facility is recessed into a wall across from one of the Filene’s Basement entrances from the concourse. 


Jackson Square - Roxbury

The Massachusetts Bay Transportation Authority (“MBTA”) has several parcels of land near the Jackson Square MBTA Station in Roxbury, MA for disposition. The Parcels are known as Parcel 41, Parcel 42, and the Retail Parcel.  Parcels 41 and 42 are for sale and the Retail Parcel will be offered under an 85-year lease.

The Jackson Square neighborhood has recently undergone comprehensive planning initiative with the cooperation of the BRA, MBTA, and other agencies.  The initiative resulted in redevelopment guidelines that involve the Jackson Square Station and adjacent MBTA properties. 

The redevelopment guidelines respond to the Transit Oriented Development (“TOD”) opportunities associated with the Jackson Square Station.  TOD is compact, walkable development centered around transit facilities.  These developments generally include a mix of uses that incorporate housing, retail and employment uses that maximize pedestrian and public transportation opportunities. 

The Jackson Square Development Priorities focused on quality affordable housing, multi-service community center, new small and medium commercial development as well as effective use of public transit facilities that do not encourage added traffic.

Parcels 41, 42 and the Retail parcel were not originally part of these planning efforts but are located in the planning area and are viewed by the MBTA as supporting parcels.


Forest Hills (TOD)

Location
The Forest Hills station is a multi-modal transportation facility located at the end of the MBTA Orange Line in the Jamaica Plain section of Boston, MA. The MBTA owns Parcels S, U, V and W which surround the station area. The property is part of the remaining land after the development of the Southwest Corridor project, a depression of the old elevated Orange Line from South Cove to Forest Hills.


Planning Process
In 2008, he Boston Redevelopment Authority, with the participation of the MBTA and local community groups, completed the Forest Hills Improvement Initiative. The goals of the initiative included promoting a mix of residential and business growth, preservation of open space, and developing Use and Design Guideline for the surrounding area. The Forest Hills Use and Design Guidelines were issued as part of the Invitation to Bid for the Forest Hills TOD sites and can be viewed using the following link:

Development Potential
The Boston Redevelopment Authority′s Use and Guidelines for the Forest Hill project allow for the development of multi-family residential, retail, office and commuter parking to accommodate over 400,000 square feet on the MBTA sites.


Time Frame for Completion
The first phase of development, Parcels V and W, were awarded to a designated developer in April of 2009. The proposed project includes 46,000 sf of commercial development and is anticipated to begin construction in the spring of 2010. An Invitation for Bid for the remaining MBTA parcels will be issued at the beginning of 2010.


Mattapan Station (TOD)

Property Description

The MBTA anticipates offering an attractive opportunity for Transportation Oriented Development (TOD) at the newly renovated Mattapan Station near Mattapan Square in Boston by Spring of 2009.  The site available for development consists of approximately 2.3 acres of land, currently used for MBTA parking.  The site contains excellent vehicular access from River Street as well as by public transit and bus services directly at the Station, and has recently been rezoned favorably for re-development.

The Mattapan Station has recently undergone over $10 million in renovations including, station and platform improvements, bus circulation improvements and a new MBTA Police substation on the premises.

The new development will need to provide a parking management plan for at least 100 public parking spaces acceptable to the MBTA, and continue to incorporate the station's “Kiss and Ride”.  The site offers the developer the opportunity relocate the existing busway to the City’s preferred location in the middle of the site as shown.

Neighborhood and Planning

The neighborhood around the Mattapan Station is predominantly a residential mix of single and multifamily houses and apartments.  The MBTA continues to work with the community on the final steps of the Station renovations and re-development of the parking area. The plan calls for urban density of residential with mixed-use commercial uses. 

In addition to the TOD opportunities offered by proximity to the station, there are opportunities to strengthen pedestrian links from River Street onto the site and Station.  There are also opportunities to link the development to the Neponset River open space on the (north) side of the station.


Newburyport Station TOD, Newburyport/Newbury

Location/ Site Description
The Newburyport MBTA Station is a potential TOD site with over twenty acres of land, located along Route 1 at the Newbury\Newburyport city boundary. The station serves the MBTA commuter rail and also provides parking for 814 vehicles.


Neighborhood Context
Comprehensive long-range master planning efforts have been undertaken by the city of Newburyport. The city is currently in the process of establishing a Smart Growth District to encourage growth in accordance with the purposes of M.G.L. Chapter 40R.  The city′s goal in establishing the Smart Growth District is to provide development at the Newburyport MBTA station characterized by a mix of residential and non-residential uses at a higher density than allowed in the general business districts of the city.


Planning Process and Development Potential
The MBTA is currently working with the communities in their planning efforts. Portions of the site have been deemed to be MBTA surplus. Air-rights development capabilities exist over the currently underutilized parking areas. A comprehensive design of the station area needs to be accomplished to accommodate the needs of the communities, while maintaining the important transportation access and needs of the station.

Time Frame for Completion
The community planning effort is ongoing. Once complete, an Invitation to Bid ("ITB") for the development of the various sites will be issued. It is anticipated that the city planning will be complete during 2009, with a development package ready in 2010.


JFK / UMass Station

The Massachusetts Bay Transportation Authority, (“MBTA”) has invited interested parties to bid on the lease of development rights over approximately 4.5 acres of land located at the JFK / UMass Station at the intersection of Morrissey Boulevard and Columbia Road in Boston, Massachusetts

The Boston Redevelopment Authority is about to begin a planning effort encompassing this site, the adjacent properties formerly owned by the Pappas family, and most of Columbia Point. The MBTA wishes to designate a Developer for this site as soon as the general conclusions of the BRA study become apparent. It believes this will allow the designee the opportunity to participate in the planning process and reasonably represent its interests.

Development on the parcel is expected to be primarily over about 1.9 acres covering most of the area between the tracks and Morrissey Boulevard. Development above the tracks and station will also be allowed provided it meets with the requirements of the MBTA operating departments. Within the development area, the ADA access provisions to the station, the current access, egress and capacity for accommodating buses and automobiles and the existing MBTA parking must be accommodated. Qualitative improvements to the station entry from Sydney Street, which is owned by the Massachusetts Highway Department, will be required.
